In 2014, Respublica founder Phillip Blond was warning about the escalation of conflict in Ukraine. We were there trying to support the evolution of democracy, warning of what would come — violent unrest and the use of international loans to grab state assets. The infrastructure investment was described in the 2007 ‘Marshall Plan’ for Ukraine which had the primary focus of transtioning children our of state care.
